Strange Issue with Windows Loading Screen - HELP!

Ok, so when my cab boots up, I have the classic windows XP loading screen.  Well, recently I decided I'd change it.  So I tried BootSkin, made my own Boot screen.  When I restart, it loads fine, except that the image doesn't take up the whole screen.  There's like a black bar that runs down the right side.  I tried default boot screens, same thing happens.  I then decided, I won't use BootSkin, and I'll try adding it through the boot.ini file.  I set everything up.  Restart.  (btw BootSkin is disabled at this point)  And... SAME THING!  Wtf?  When I have the default windows logo it looks fine.  I can't seem to figure this out, it's mind boggling.  I don't know if it's because I'm using a Wells Gardner D9800 arcade monitor and an ArcadeVGA3000, but, why would it only affect, NON-Windows Loading screens?  I'm just super confused.  Has anyone had this happen before?  Or know anyway to fix it?  I tried asking in the BootSkin Forums, but haven't really gotten any answers.

yes, it is 640x480 72 Dpi 16 colors 4 bit.

could it be that it is happening with the default boot screen as well, but you just don't notice it because the background is black?

You know, i thought the same thing, but the default logo is pretty centered compared to other load screens.  Either way, it'd be nice to fix this.  Worst case, I can just redesign my Logo to have a black background and off center it to "hide" the problem.  Probably would be the most easy fix for it.  Only thing I can think of is it might have something to do with the monitor refresh rate before windows drivers are actually loaded since I am using an arcade monitor.

that is more than likely what is going on.  i use a crt tv in one of my cabinets connected via component video cables.  during the boot up process, from POST until the windows desktop loads, the tv freaks out and the images is all garbled and jumps around alot, it is just a resolution/refresh issue and i'm not aware of any way to adjust that.
