is it just a bad rom or is mame unable to emulate the sound chip or whatever from berzerk?

Using Mame .139 sound works for me.

If you're running an older version of MAME, Berzerk is one of the game you need the samples for.
Google MAME Samples and drop them in the /Samples folder, you should be good to go.
