IPAC manual programming, and shift key?

ok my IPAC programming utility doesn't wanna work, so I plugged a ps/2 keyboard in and went at it manually.  I'm happy programming it this way since I'm just going to set it once and not plan on reprogramming it frequently.  The short version is that I want to reassign the shift key using manual programming and the pass-through PS/2 port, and not the programming utility.  Anyone know how to do this, or do I have to bug Andy about it?

The details are, the shift key is still assigned to be P1 Start, and I can't figure out how to reassign it to something that doesn't get pressed in gameplay.  I keep having issues like players 2 and 3 stop dead in their tracks whenever I buzz myself back in, so I want to assign it to a dedicated, possibly nonexistant button.  

Note that I cannot just remap P1 Start to a different pin and ignore the actual P1 Start pin, because I have modular, swappable Molex plugs (any joystick can be unplugged and reattached to any IPAC player).  While I might still be able to work this out swapping P1 Start for another random button, doing so would cause me to develop a severe rash, and possibly contract the GoodTimes virus.  (so I really don't wanna do it.)
