I have a a J-pac and I-pac and a cabinet with two coin slots. I am building a 4 player cabinet and I am wondering if I can hold a shift function button down and drop a coin into coin slot one and have it register as coin 3, and shift +coin slot 2 for coin 4.

Yes that would work, just assign a shifted keycode of "7" and "8" to coin 1 and 2.
