Is there a difference in quality depending on who sells it?

I see rolls of it going pretty cheap on e-bay, but some of the arcade websites sell it for almost double the price.

Depends on what you consider cheap. t-molding.com is one of the most reliable sources and they sell 3/4 and 5/8 inch black for $0.37 per foot.  You can get it from ebay but most seem to be at least $7 to $9 for 20 feet.  Also watch out for shipping charges.  You can do the math and figure out if it is a deal or not.
