Troubleshooting unresponsive controls.

After wanting to get into this for a while I found a good deal on a Tetris cabinet and set out to get it working. I was told that the monitor was broke and that was all that was wrong. I replaced the monitor and quickly found that the game was also missing a proper power supply, so I installed a new one as per the manual and some online guides.

I fired the game up and everything looked and sounded great, but the controls are completely unresponsive. The coin door even works, but neither joystick or start buttons do anything.

I have some doubts about whether or not the cabinet is grounded properly, is that a red flag for unresponsive controls or should I be shopping for a new PCB or buttons?

Well I know this for sure, pull the CP off and follow all your paths, someone here can help you with the manuals.

Well, the controls were all neatly wired when I got the cabinet and that leads me to believe that they are correct. I wired the power supply, so it could be completely wrong, but everything does seem to power on correctly.

Again, are grounding issues a common reason for broken controls? That's the only way I can figure my wiring has anything to do with it.
