What game is it?

I got hold of a nice Cherry cab yesterday.
It did not include a game but seems to be complete in every other meaning of the word.

I found a piece of paper folded nicely at the bottom of the cab, with instruction how to play the game.
The name of the game was not stated but the story was to aid the police to kill/catch escaped prisoners.
You could also upgrade you weapons with the help of freed hostages...
It's a 3 button game (fire, jump ((I think)) and gas grenade as button 3)...

Does anyone recognise this game? .....Help the police, gas grenade....

It might be Manhattan 24 Bunsho. but button 2 is change weapon.. I have to check to included paper again.

Nope. Only two buttons according to klov. I'll keep looking. hope someone could help me out.

Yeah. I finaly got hold of the instructions paper and you are correct. It was a two button game.
Fire and change weapons. There where three weapons though. :)
Jail Break seems to be the same game as Manhattan 24 Bunsho. Thanks Y'all.
