This is the same as the MAME Marquee discussion just held recently.  Cause a wallpaper and a marquee are pretty much the same thing, just different sizes, but the rules of aesthetics still applies.

A good wallpaper is like a poster, it's simple, focuses typically on one or few objects and a logo.  Any detail in the background is muted so they don't distract the eye.  What a wallpaper isn't supposed to look like is gaudy clipart or your fridge covered in magnets.
