Sony Control-S inputs anyone?

I gather these are for sending remote control codes... anyone got a 'layman's terms' rough idea of how it owrks and whats involved?
I'm interested in auto turning on the sony TV, setting volume, and tuning to input 1 via the pc when I power on. Is this possible with a pc running mame? (using some command line form remote control signal sending thinga mo bob software? without causing too much ruckus with windows, services, etc)

poop. :(
Google brings up 'outdated info' about how it communicates between mutiple sony devices. proprietary with little to no info on how it functions. Guess I'll be using a remote extender instead.
