tech help please!! nanao 29" ms9 29su

I have this nanao 29" chassis that won't fire up on first try, but will eventually power up after a couple on/off/on cycles.
I have looked repeatedly for a schematic,flow chart or any other posts to help me track this down.
The chassis had a cap kit installed in 07 . I am thinking it is something on the power side, as the picture is great once it fires up.
I don't even know where to check the B+ or what the value is supposed to be.
If you guys tell me to cap it again, I will read each value with a magnifying glass and get the caps.
If there are any other jumpers-tricks to modding these for better performance I will do those as well.
Any nanoa gurus here to help me out?
