Blue Horizontal scrolling lines - Troubleshoot - Need Help

Would someone know what this means?  I just finally fired up my MAME cabinet for the first time and now its troubleshooting time. 

I'm running a standard resolution arcade monitor with an Arcade VGA video card. 

Do these blue horizontal lines mean I have a soldering issue?  Originally in coming off the PCB I didnt have both vertical and horizontal lines to solder so as I have read on this site on several postings that combining these 2 I shouldnt have a problem..

Also, if this does sound like the problem is there an adapter I can use to directly plug into the original Jamma wiring? If so please provide where i can find it and a link or part #.

In chatting with Andy at Ultimarc he believes its probably the hsync and vsync wires causing this issue so I have purchased a VGA breakout cable from him to see if this fixes the problem...any other thoughts or input still welcome.

I was wondering if the breakout cable fixed the issue?

Yes sir.  The breakout cable did.  However I had some problems with the 7000 series old ATI ArcadeVGA video card in working with Windows XP so I had to buy the new 9200 series card and now everything is working.  :)
