Will this damage an arcade monitor?

If I power on my system all at once inside my arcade machine, there will be a moment that there will be no video to the monitor from my ArcadeVGA card (those 2 seconds before the memory counter pops up).

Does it damage the monitor?? Can a monitor be powered on with no damage while RGB and synch are not connected??

It will not damage your monitor to have it on if no signal is being fed.  What damages arcade monitors is feeding to high a res signal.
