Yes, you can solder a resistor in its place. Let me look up the value...

Update,
Haven't tried the 5ohm resistor but about to
BUT i've ordered 10 of these
http://uk.farnell.com/multicomp/mcpfp-0-5a-125v/fuse-axial-quick-blow-0-5a/dp/1566026
which came today, and i soldered it on and.. well its still not working.. BUT my spare controller board works fine, so i can only assume that that is the wrong fuse, or possibly that something else got blown?
any advice greatly received

Probably the wrong fuse.
That is the wrong item.
You need a 5 ohm fusible resistor, but in a pinch, a 5 ohm carbon type resistor will do.

well
for a start
http://www.mmmonkey.co.uk/console/sega/dc-reset.htm#update
is wrong.. the R1 that looks like a resistor is ... a resistor ! and F1 is... a fuse ! so i switched them round and the bored now works.. with the original resistor and the new fuse.. the old fuse was definitely dead when checked with multimeter.
What risks am i taking by using the fuse i bought and have fitted ?
edit: would maplin's stock the fusible resistor?

Well the fuse you are using is only 500mA compared to the 390mA he states, I wouldn't worry about that at all. Glad you managed to get it working again
