No, it is more of an aggregate site that pulls from many forums and allows for searches across all of their "stolen" forums.

Although they might be violating the policy of BYOAC by doing what they are doing, and they prolly make a little bit of cash doing it too.

EDIT: It's kind of like a "google for PHB forums", but more tacky and less trustworthy.
