Vinyl Control Panel overlay - To prime or not to prime?

I'm starting to paint my cabinet. I'm going to use a Vinyl cp overlay similar to Happ's pica

I need to know if I should prime the CP area and sand smooth or just leave it bare MDF then apply the vinyl?

I'm using Kilz2 primer if it makes a difference
I'm not using a Plexiglass overlay over the Vinyl.

You should prime. The vinyl won't adhere to the bare MDF all that well.
