building a new console emulator PC

My old console PC took a dump. I fixed it but not before I lost everything.
Not really I have all Roms backed up. but PC has just OS on it .
It is going into a Mame cab.
I was not real happy with it on NU64.
What is the best Video card I should go with?
new PC (when all parts get here) (doing a trade for it.)
PC will be a 2.8 GHZ CPU
2 gig ram
windows XP Pro
agp 8x slot. I need it to have svid out.

I hope this will help out on the saturn stuff also
