Yes, that's the power. Green is ground.
That appears to be a NeoTec NT-2702..... good luck.
Looks like someone just hacked out the harness or something.

Not a technician . . . . just a DIY'er.

so the easy thing to do is just hack it again by putting a power cord/switch on it again...here is a pic of something similar...it's on my test rig, but the same premise...

the switch I'm using is from an old ps2 lol, so I'm sure you can find something...
sorry bout the blurry pic...I don't really know how to use my wife's fancy camera lol
there are several ways to go about hacking it, like wiring it into the existing power switch, running it straight to the wall, etc....largely personal preference as to which you go with...in my pic, the switch is wired to the power supply which in turn is wired to the monitor(so it turns everything on, not just the monitor)...you might want to look into doing something similar...hope that helps...

thanks for the responce..doesnt look that easy to me lol
i basically would jjust want to turn the 3 cables into a wall plug..
but i dont know exactly what kind of crimps or wire nuts id need becaue im no good at soldering..
maybe something i could get at the local radioshack or hardware store

thanks again

ok...
find yourself a computer power cable(like the kind that goes into your monitor or the back of the power supply) and cut the end off it...now strip back the shielding and you should see 3 wires inside like in the pic...

I think you can figure out which wire goes to which wire ;)
once again my apologies for the blurry pic...i think i have this dang camera on the wrong setting or something...there's only like a million buttons on it lol...anyways, hope that helps...just be sure to unplug when you cut off the machine...

Doesn't he need to run it through an isolation transformer first?

looked into it and was told i will NOT need to run it through a transformer.

will give it a shot and let ya know how it goes.

thanks guys!
