Monitor adjustment in software (windows xp)

My arcade monitor has about 1\8" at the top where the image is squished.  When I run mame, I can use the slider controls to stretch it downward so it doesn't show on the screen when I play, but in windows and in windows programs, its an issue.  You dont have all the detailed monitor controls on this old arcade monitor so I was curious if there is windows software that acts like the slider controls in mame but in windows?

If you're running at 15khz, stretching the image that way creates very obvious artifacts. Maybe in your case, it's so small an area, and that it's at the edge, means it doesn't mess up much. I dunno.

It's very small and I notice almost no artifacts.  Just want to do the same on the XP front, any thoughts on this?

If you download the control panel software for your video card there should be settings in there that allow you to move the position of the screen around. Both ATI and NVidia have software to do that (usually installed along with the driver).

Its an arcadeVGA and I dont see any settings for that.

ArcadeVGA is a repackaged ATI card. On the drivers CD you should be able to install the control panel software.
