25K7191 wont power on

I have had nothing but issues with the cabinet ever since the KI2 board raped it self and died.

I was trying to fix this machine back up and since the KI2 boards are so damn expensive I was just going to take the extra step and put a Xin1 board in it, the Xin1 with KI2 on it. When I flip the switch nothing comes on, no sound , no hum, no buzz, no neck glow, marquee light stays off, and the peter chou power supply doesnt come on either, but if I touch the earth ground the the chassis frame (actually mounting bracket for monitor) theres a spark, Im assuming this is not a good situation to be in.

If I take the power cord and plug it directly into the power supply the fan spins. Fuse on the ISO transformer isnt blown. I *THINK* the monitor is ok, Im going to put it in the KI1 cab later today to test but I figured if I could get it fixed without swapping monitors in and out that it'd be better.

see AC jack near fuse.
the SMPS doesn't appear to be connected to a load ( see unterminated plug upper left of supply )
nor,  do i see an isolation xformer in the pics .....

lol, I just unplugged it cause I was taking pictures then posting and didn't wanna leave it plugged in unattended.

The iso is on the bottom and the peter chou is on top . The plug at the top is from the power supply and it went into the jamma loom. If I bypass the iso on the bottom and put the power cord directly into the peter chou the fan in there spins, if I go through the ISO it doesnt.

That appears to be a fairly simple setup.
(and I know this may sound dumb)
A. Check the fuse.
B. Check the switch.

and

C. I still don't see an ISOLATION transformer.
Is it built into that lower section under the Peter Chou power supply?
Are you absolutely certain there's an ISO there at all?
If that is just a simple power distribution block then that doesn't mean there is an ISO in there.

That K7000 absolutely requires an ISO otherwise things will go bad fast.

fuse is good, switch is good, I thought the ISO Xformer was built into the metal box, but I justed cracked it open and it wasnt. There is no ISO Xformer at all. The game ran like that for almost a year with  no issue and thats how I got it. Has some irreversible damage been done? This is what happened to the KI2 board:

Dang smoke powered devices !!

let that magic smoke out, and stuff doesn't work 

clean the carbon out and then see what u have to work with ( good lighting/magnification)
with any luck , this will be pcb damage only.
although, it is also possible that 1 or more of the 4 smd vid chips are toast , or worse ......

I agree...I don't see an iso in there anywhere.

Possibly fixable, but SMT work bites.

As for the monitor, I'd be triple checking the wiring.

I already gave up on the KI2 board, I have a KI1 board that needs minor work, Im just gonna move the KI2 roms over and get 2 flash drive kits so I can just swap roms/drives and play either game, if the KI board cant be fixed I'll be getting one of those XXXXin1s just so I can run KI1/2 and it'll be cheaper, and even if they can be fixed I'll prolly get one of those boards anyway.

Peale, this is what I need the ISO Xformer for I just hope the monitor isnt dead

FYI,  TarnX and an old toothbrush can clean that up . 
 just be gentle and rinse/dry well.  then see whats left .....
