You can really improve the picture quality a lot of you properly calibrate your tv or monitor.
A professional ISF calibration will cost several hundred dollars.
However, there are much cheaper calibration alternatives too, but the results will be 1 step below a pro ISF calibration, but still a lot better than an uncalibrated monitor or tv.
Here's a free computer monitor calibration test that might probably also work for any VGA tv or VGA arcade monitor http://www.construnet.hu/nokia/Monitors/TEST/monitor_test.html
For calibrating your tv, there are several calibration DVDs available such as The Avia Guide to Home Theater, Video Essentials, and Sound & Vision Home Theater Tune-Up.
I have the Sound and Vision disc, and I also rented the Video Essentials dvd FREE with a free trial membership to netflix.
You really should calibrate your tv or monitor because it improves picture quality a lot.
Some people may find a calibrated monitor too dim at first, but that's because people have been so used to viewing uncalibrated tvs/monitors for so long.
Also, for best results when gaming, your gameroom should be darkened, and the only source of light should be a 6500k backlight placed behind the tv or monitor.

I calibrated the TV in my living room.  Made a world of difference.  I shared my disc with several co workers who were happy with the results.

If you use a commercial coin-operated video game monitor, use a Street Fighter 2 game board. It has an excellent monitor test pattern/color adjustment menu.
