It's actually a combination of fonts.  Each letter is one that coincedentally happens to be upside down if you think about it that way.  Look at the letter l... that's a 1.  p is a d.  etc etc.  It relies on the same idea that a person can read just as easily if most of the words are misspelled because their brain fills in the details before they notice.

What I find hilarious is I had absolutely zero problems reading this.  Yet 1337 and innarwebnets shorthand boggles the hell out of my mind, and it takes seemingly forever to finally decipher the offending sentence.
