Matsushita TM-201g Monitor Issue

Hello everyone!
I just bought a couple cabinets last week and one of them is a 1982 Atari Kangaroo.
The cabinet will power on, but I can't figure out what is wrong with it. Here is a video of the monitor output:

I've turned the volume up and I don't hear any music either. Does this appear to be a problem with the monitor or with the board?

"Big Blue" capacitor on the 'power brick' has gone bad.
