So I fired up the TV after mounting the TV circuit board on the inside right of the CAB. It is held in place with wood brackets that I made.

(Reference my work log at: http://www.neo-geo.com/forums/showthread.php?t=187299   scroll to page two for details!)

The TV worked fine back when I had set all the settings before decasing it.

Now it is Super White Brightness (default settings) and has some rolling horizontal white lines (see picture and video link)

The screen is very bright white and washed out

Check out the pics and let me know if the board is to close to the Tube. Maybe its the Flyback Transformer causing it. But I am not a TV expert! I really could use anyone's help! Thank you..

Does the flyback itself have a brightness pot?

It almost looks like you may have accidentaly nudged the brightness pot out of place when putting the TV in the cab. This would give you the washed out look and horizonal lines (Ibelieve its referred to as horizantal retrace or something like that). Looking at you flyback, I'm not seeing any pots, but I would be surprised if there wasn't one hiding on the side not faceing the camera.

thats how mine looked when the screen volts was cranked up too high.  Try turning it town a WEE bit.  Not sure if the tv will have it on the flyback transformer but look for a knob labeled "SCREEN"

THANK YOU GUYS BIG TIME (thought I had killed this TV in proccess)

SO that fixed it perfectly. You guys were right I must of bumped the dial when decassing it.
A quick turn of the SCREEN Control Knob on the Flyback and it looks great now.

I was lucky enough that the dial is just barely accesable from the front with a long phillips head screwdriver.

A little bit of interference can be seen in the test pattern, maybe some kind of RF sheild for the right side of the Tube is Needed???
