Faulty ArcadeVGA card?

I've emailed andy at ultimarc and not heard from him yet. I have a brand new PCI-e arcadeVGA card which I bought from him to put into a PC I am preparing for a cab. This HP PC has onboard video but also has a PCI-e slot. If I plug the new card in the machine will not boot. I have tried disabling the onboard video no change. So I ripped out another normal ati card bfrom another machine and put it in the same PC- it booted. Then tried the arcadevga card in the machine I borrowed the other card in and no boot.

So thats 2 out of 2 and I guess a faulty card. Seems unusual?
