Arcade VGA and JPAC on a Hitachi C41-31S proj monitor

I'm having some trouble with video on my system. I'm using WindowsXP with the AVGA (7000 series).   I'm sure we're all familiar with the 'windows desktop looks jittery' thing and that's not what worries me since I'll be in either MALA or Maximus the entire time.  My problem is that Both MALA and Maximus look the same.  Then, each game does the same too.

I tried using the AVRes tool for the games and while some worked ok they were still jittery and others looked as if I needed to adjust Vhold, which did nothing when I tried to.

Any suggestions?  The resolution I'm using is 640x480.
