Almost all of them...  Why?  Out of the ones you see around here, you can skin them to however pretty you want it!

With skinners, if you have the time, you can make it look like you want.

for instance... JFront (mine), I added a skinner because I liked the default look of ArcadeFX... but I couldn't get it to work for me (for other reasons)....  So I cared a skinner so I could use his.   Then I created one for myself to ship with it and decided I like that one better (and my daughter did too).

Look at features first, Then go from there.  Most skinners out there are annoying, but if you give it a day, you will get the results you want.

You have to love the simplistic beauty of Game Launcher.  Well, I do anyway.  Now, it is a bit of a PITA to learn how to setup though.  >:(

Is there a frontend that allows the use of HTML and Flash to design the selection screens?

From what I've seend, I'd have to say Dragon King is the prettiest.  Arcadefx is nice too.  ArcadeOS is butt ugly, and GameLauncher isn't that much better.  Mamewah has been good to me so far (Better than GameLauncher, anyway) and I like how customizable it is too.  I hear DK is very skinnable too, but it don't run well on a 450MHz cab at 640x480 resolution :D

emutron also has similar graphical capabilities.  Unfortunately I don't think the skinner app for it is ready yet so it's hard to skin for.

I don't make many claims about being the best at anything, but I can honestly say that my skinning utility is the best out there simply because you don't have to read a novel to figure out how to use it.  Believe me, I've tried em all. ;) So if you can actually get dk running then i suggest that you try it as the skinner is constantly adding new features.  (Expect a release soon)

Emu Loader is the best looking I think. Has all fancy graphics and buttons.
ArcadeOS is simple, but I think it still looks pretty nice though. All the colours are good.

I use Emu Loader in my desktop machine and ArcacadeOS in my cab.
