Could use some help and understanding on M.U.G.E.N

The other day I was surfing on youtube about MAME and whatnots and I saw where Delusional was showing off his cab and he had the program MUGEN. Now I've heard about MUGEN a few years back from some computer friends when I guess the craze first began. During that time I was busy with other things and didn't have the time to look into it. Now after seeing the video, I am interested in having that placed in my cab. I did some searches and I found out that link is no longer active. And whatever pages I could find where in another language or they couldn't pay the bill to keep the site going. On Delusional's video, I saw where he had BOO-COO numbers of different characters...Is it possible to find someone or some site where I can get the "complete" package? Also...what is what and what does it do ( a tutorial ) the pieces that make MUGEN?
