Kortek KT-2901M Shuts down

I have this monitor that shuts down. Doesn't stay on for more than 2 seconds.

High Voltage.  i.e. the 30kv for the crt's second anode .

when troubleshooting , it is helpful to note what IS working .. even briefly.
