PSP Question Buy New or Used???

Hello all I have a question about the PSP. I havent been in the "secen" for about a year and a half and my son wants a psp and he loves playing Super Nintendo on my xbox. So my question is... Can I buy a new on off the shelf and be able to flash the firmwear or should I get a used one? If I can flash a new on is there a cut off date to where I can flash it?
