No display on Pacman machine. Monitor Type 19VJTP22?

Hello everyone. Quick Question. Someone asked me to look at their dead Pacman arcade machine that appears to be working fine because you can hear and play it but not see it. I am just trying to determine if its the tube or the board with the flyback. I didn't see anything puffy caps or anything blown on the board but the neck isn't getting any voltage. I discharged it and there was some voltage under the cap. The monitor is extremely burned in so I was going to just replace it an then check the board out if that doesn't work. I googled the number above and it looks like this is a Wells-Gardner 19K4600 monitor. Can anyone tell me the best way to troubleshoot this and where I can buy an old tube or board if necessary.

Yup, it does play blind with no problem. There is no glow at all on the back of the tube. A cap kit wouldn't fix a totally dead  monitor would it?

It just has a really burned in display with no video at all. I'll have to take some pictures of the back of the  monitor and boards. I never seen a machine like this before it has a pacman marquee, but the controls have a fire button with a different non-pacman type joystick. It almost looks like someone built it. The person said they bought it at a yard sale.

Sounds like someone converted it to play something else.

You can play Galaxian on a Pac-Man harness.  Fire is "up".
