Naruto Artwork needed for Custom Joystick

I am currently at a standstill on one of my custom joystick creations.  I need someone who can take a black and white image and modify it then add color.  I am willing to negotiate a fee if needed.  The base images are attached.  What I am looking for is to take the line art image and extend Naruto's three tails to finished points.  Crop the image from his elbow on up.  Set his head between the joystick and buttons.  I am wanting a dark background similar to the attached color image.  Naruto is also to be colored close to what is in the color image as well. 

The plan is to place the resulting image in this case sandwiched between to pieces of Plexiglas.  The lower piece will be frosted and masked so light from below the sandwich will light up Naruto's aura.
