weird issue with MameWah, or maybe windows(?)

SO I was playing some random game, and after I exited to the MameWah front-end, I saw the Windows Task Bar on the bottom of the screen  :o

This happened once before playing a trackball game, but this time it was a joystick game. Each time, when I chose another game, and exited again, the Task Bar was not there ... I'm baffled. Any ideas out there as the the cause?
