ah o.k a noob then,
i would get yourself a cheap multimeter as it will be an important tool to have.
i would try powering on the cab first,if the monitor runs you will see an orange glow from the neck of the tube near the neck card,when you switch off you will get a flash from the screen,you will feel some static on the screen itself and if you turn up the screen volts you will get a white screen
if you get nothing whatsoever then you need to read the voltage input to the monitor using the multimeter set on ac volts-you should get anything from 115 to 125 vac
screen volts is on the flyback transformer(google it)
chassis=monitor control board
plenty of people can repair the chassis if it is at fault but you will need to learn how to disconnect it from the tube-including discharging the high voltage anode cap
do you have a link to the hantarex monitor so i can check it is the one i remember
