Slotting bit coated in rubber?

So I purchased a routing bit for a cabinet I am planning but have found that the bit itself is coated in a clear rubbery plastic type substance. It is fairly thick and I don't see any easy way to get it off other than attacking it with a knife or something. Is this normal for these bits? Any tips for the best way to get it off?

Appreciate any help that could be provided.

yes, it's normal, just cut it off.

Yup.  I use a razor to get started and then just peel it off.

It's just protection for the carbide to keep it from chipping.  You can usually peel it off with your fingernail.
