Sky Shark trouble

I have a sky shark cab that needs tons of work.
To keep this story short I am getting a Rom check 19 error.

Can this be fixed easily or it time to look for another board.

Was it like this from the time you bought it or only started recently?
Sometimes when voltage is too low, some games report ram errors.

Get a voltage meter and check your +5v
NO MORE!!

And you've already cleaned & reseated all socketed I.C.'s?

Here is some more of the story. I bought a sky shark cab with a bad monitor. It is a Jamma board so I just plugged it into another jamma cab I have and it comes on and says.

Ram check ok
Rom check 19 error

I have tried other jamma board this way just to test them in the past and it has worked.

I have not reseated any I.C.'s. I have a friend who recommended the same and said he could help out. (since I have never done it.)
The board does look very clean I went over it in some detail last night.
