How to re-install voice module in WinXP for LED Blinky?

Hello all,

Well, my first drawback for using TinyXP on my arcade is finally apparent.  The voice feature has been removed from the installation.  As a result, the LED Blinky software cannot use it to say the game names when they are started.

Does anyone know where I can download the voice module that is need on Microsoft's site?  Or better yet, install it from my WinXP Pro original cd?
