You can buy them anywhere. Heck Canadian Tire sells them up here in Canada. 30 bucks a pop though.
As for the coin buttons how hard would it have been to make them work? You have room. Stick an ipac in there, some coin switches, a little box to hold the money, and a port for your control panel and you're good to go.
It's an interesting case mod, but it's no arcade pc. -but it could be.
Well first off, I have no skill with electronics. I'm lucky that I was able to figure out how to solder the switches, let alone get a full arcade coin mechanism working.
Second, I don't have the room. It might seem like it in the picture, but there is barely any room in the front. Especially with the hard drive & fan creaping in from the sides, as well as the mass of cables that need the space.
Third, it would have been a neat gimmick that would've cost to much in time and a little in money. If it served a bigger purpose I might have considered it...but then you have that skill thing

Fourth, it IS an Arcade PC. It's a PC, with an Arcade inside.

Pretty much any PC with MAME can be called that I guess, with many variations in detail & realism. From a simple PC with MAME, to a dedicated machine for MAME, to a dedicated machine for MAME shoved inside a HotRod or X-Arcade cabinet.
