CP Wizard Editing trouble

I'm having a hard time with the editor.  I have a standard 7 button with tracball layout.  the only difference is I have a spinner directly above the trackball and 2 mouse buttons above that.  By default my top and bottom row of buttons are swapped.  I tried relabeling and just moving but I get these annoying blue lines pointing to where they were initially.  If anyone already has a layout made for this that would be awesome.  Should I just make one from scratch?

Those arrows are "Label Links" if you click on the button and select properties, then remove the Label Link and it will not draw an arrow anymore.

Thanks, i think I get it now.  The controls are linked to the label, not the button.  I was moving the buttons around rather than the labels.  Now to import a picture of my own control panel...
