Can you put the machine into diagnostic mode?  Do you have the Schematics? If not you can get them here.

http://pdf.textfiles.com/manuals/ARCADE/K-R/Moon%20Patrol%20[Drawing%20Set]%20[English].pdf

Also there is a small bit of info on moon patrol here.... This might help....

http://www.noiselandarcade.net/index.php/category/our-games/moon-patrol/

A quote from the author of the blog...
I noticed in the manual that if you don’t have any characters on screen at all, the ROM in  3F on the scrolling video board is bad. "

Maybe someone here on the board can help, do a search for moonpatrol

and also just in case you don't have it, the non-schematic manual is here....

http://arcarc.xmission.com/PDF_Arcade_Williams/Moon_Patrol_Instruction_Manual_(16-3007-101_Sep_1982).pdf

and here....

Hope these help ya.

Well i didn't have that manual but i did have the schematic.

I can't really get it to do anything(other then almost halfway somewhat go in the the test mode) and i am thinking it may have to do with who ever had it before. Someone has taken out the power board and replaced it with something newer and added a coin counter that seems to send 12 v to the board to where the coin switch connects.

Off of the transformer it goes to a black box that has a 12 v, -5v, ground, and 5v (none are really what they say they are all a little under). and the only 12v that was hooked up went to the coin counter. So i moved one of the 5v that i think should be 12v.

All i can really get it to do is change the pic to something else and maybe have it scroll for like a second. O and i had it make some sound for like 10 seconds.

so ya when i get it to kind of go in to test most it tells me :
ram NG: E000: 01 08
and the numbers keep going up by about 1 every time until it gets to ram NG: E7***: ** **

so I'm thinking that it may not begetting all the power it needs or the PCB maybe trash but i really don't know

Hmmm, well it sounds quite ominous but not to worry.  It could be that power is not correct.  Test this with the use of the schematic files that you have.  Make sure you have all the corrent voltages.  Check to see if the ICs are seated well and have no broken legs.  Many problems on these old boards are caused by dirty contacts or brittle or broken legs on ICs.   I would suggest carefully removing all seated (meaning chips that are not hard soldered to the board) and carefully cleaning them.  If after this you still have a problem, you could try contacting arcadechips.com for ram chips and proms that you need.  I would replace each of these that are bad as the cost is not really very high.  I hope that this helps you.

Has ArcadeChips worked out their issues ?

To the OP: Try posting in the Arcade Miscellaneous section (and do the stuff that Jigenjuke said).
Working: Not Enough
Projects: Too Many
Progress: None

GAH!!!!!

FIX POWER NOW :o

Having worked on tube amps, which are LESS power than monitors.... A lucky shock willl send you back in your seat and turn your arm purple and splotchy. (been there, 650vdc)  and an UNLUCKY one will kill your ass dead, leaving us to keep emailing you for progress pics.

The board shouldn't hurt you, the power supply might "wake you up" as an electrician i know used to always say, but before you go poking around anywhere near that monitor, Discharge Discharge DISCHARGE!!!!

Sorry for excessive drama, but as i said, expereince with tube amps, and the stories of those not so lucky has tainted my curiosity.
Just when you thought you were out of Mame???

THEY PULL YOU BACK IN!
