Donkey Kong Jr Board question

My board starts up, but the image flips from correct to upside down. It does this a couple of times, then shuts down, Has anyone ever seen this problem? Any suggestions?

I'd say it was in cocktail mode, but shutting down I'm not sure.  Does it flip during play, or if you lose?

It doesn't play. It is just the title screen; it flips around for a bit then shuts down. I had rom errors before, and I reseated them and they went away, but this problem remains. It just started shutting down, it stayed on the first couple of times I tried it.

Edit - It is in upright mode on the dipswitch

have you checked your voltages to make sure they're correct?
