it does have some extra tweaks to it.

it allows you to overclock correctly and also can adjust your onboard fan speed if your card has a fan on it.

catalyst software does not do anything with the fans or overclocking.

the tool's main purpose is for over clocking really I use it with my X1950 pro DDR3 512MB AGP card.
