In that case, the board looks like it's fine and the battery has juice, but the board itself is toast.
What kind of answer is that. That's not going to help him is it.
The answer he seeks is one that cures his problem. First of all we need to know what output he's getting at bootup. Is it completely dead with nothing on screen or does he get the start of a boot sequence with a rom check that then fails.
If it's the second of those then it is fixable for most CPS2 boards. There are replacement boot roms that have the suicide code burnt in and that will never die. You just make a few wiring changes, buy the replacement boot roms and pop them in. You can recover a board that has died like this.
If on the other hand, it's the first of those then the battery and code may be fine, but the board may have another fault. We need to know exactly what's happening to be able to answer.
