Shakey image?

Hi all,
I recently picked up a Neotec NT-2700 monitor that when first powered on has a shakey image, but stabilizes and looks great once it warms up.
Any thoughts on where to look first?
I figure I'll probably do a capkit eventually, but I wasn't sure if I should change anything else first.

Actually, I was under the impression it was a standard res monitor.
I haven't hooked it up to anything since I got it home, I just saw it running on the original cabinet (Samurai Showdown 64) before I pulled it. Is this a dual res?

most likely general electrolitic failure then,i believe samurai showdown is snk neo geo 15khz-
