ArcadeVGA and V-Sync not working

I use an ArcadeVga (9250 model) with an arcade 15KHz monitor.
Mame runs fine with ddraw and V-Sync option activated.

I have problems with these emulators:
- ePSXe (Playstation emu)
- Mednafen (PC-Engine and other systems emu)
- Visual Boy Advance (Gameboy Advance emu)

I use 640x240 and 640x480 resolutions (the problem remains the same also with other resoluitions).

The problem is that I've turned V-Sync option ON in the emus config, but I have tearing (classic image distortion due to a disabled V-Sync).

-  ePSXe uses Pete's D3D6 plugins.
-  Mednafen and Visual Boy Advance uses OpenGL.

I've tryied installing "Ati Tray Tools" and I have forced "V-Sync ON" both for D3D and OpenGL, but V-Sync remains OFF for that 3 emus.

Maybe is an arcadevga drivers issue?

Any suggestion?

PS: The strange thing is that V-Sync works with no problems with other emus like ZSNES and KEGA Fusion...
