Maybe it has always been a tomahawk777. I just found a thing that said deco, aka data east, made the tomahawk game in 1980 although i couldn't find out what system... oh well

Well, it might be callled Nice On. Its not golf though. I can't read Japanese fluent yet, but the katakana (=Japanese characters for writing foreign words) are:

GE-MUSUTA-TO = game start
SUTA-TOBATAN = start button
DAIBA = diver
JAMPU = jump
PARASHU-TO = parachute
KONTORO-RU TSUMAMI = control knob/button

(TSUMAMI is actually not a foreign word, it is likely written in katakana to  connect it to KONTORO-RU)

My Japanese Co-worker thought that it was some kind of airplane shooting game but he couldn't identify it.

Game is called Nice On for sure. Made by Data East (DECO = Data East Corp).

This page lists it as being released in 1978.

I found many Japanese messageboards talking about a DECO game called NAISUON (Nice On) indicating the mystery has been solved.
