Any way to control ATI's YPbPr output to generate 240p?

I have run into some ideas regarding the use of RGB to YPbPr transcoders in conjunction with WinModelines (or Soft 15kHz) to generate 240 progressive on a standard TV through the component inputs.

Is there any way to directly control the component output from ATI Radeon cards to produce 240p rather than 480i without the use of external transcoders?
