MP3s in Kega Fusion/Mugen not working in 64bit XP

This is an odd problem, that I first noticed with Mugen, but didnt care too much about it, but now that I noticed it with Sega CD titles, its really bugging me.

Im running Windows XP 64-bit, and when I load up Sonic CD in either Kega Fusion or Gens+, neither one plays the CD audio, which is in MP3 files.

Similarly in Mugen, MP3s that should be playing at the title screen, are not.

Im not sure whats causing this.  When I play mp3s outside of the games, it works just fine in winamp, and media player, even the very same MP3s Im trying to access in the games.

Does anyone who is running a 64-bit OS have all the correct sound in sega CD games using one of those emulators?  Or in Mugen?  Id like to know if its a problem with the programs, or if its some messed up driver issue...

Im an idiot, I found out what the problem with Sonic CD and Kega/Gens was.

Mugen still isnt working, but its not that big of a deal.
