arcadevga1 jpac and monitors not correct

hi got a arcade vga1 and jpac i set jpac jumpers to 31 and 15 coverd, and just installed windows and inserted avga, (couldnt install drivers not display in pc) anyway connected it all up to the polo2 arcade i got windows image but it was blurry and couldnt make any txt out and the borders were like faded black it was all like out of focus.
on my other monitor kortex 20"cga it just gave like 3 images on top of each other, rolled and screen was  green, couldnt make anything out, any ideas how to sort,

now the screen is like 3 pictures still faint greeny colour and the pictures are showing the tool bar of windows but flickering fast, the picture aint bright, pos fuxord tube, the v sync is connected.
any help appreciated before i bin this monitor , kortex 20" cga, and stick a scart tv in it or wait till i get monitor,

its not your monitor,its something to do with the setup/drivers for the avga
