The same idea should work with a computer monitor, only you would bolt it to the rear piece of the frame instead of the front. This system I designed for manual rotation, to keep things simple.
The bezel will be fairly complicated, because the user has to be able to reach down and grab some sort of handle and turn the monitor. So there will be a part that rotates with the monitor and there will also be a fixed part that surrounds it. It can all be made out of sheet acrylic though.
I would not use adhesive foam to secure anything, because you can't easily remove it later. I suggest Vecro as an alternative.
