monitor interference... grounding issue?

I think I may have a grounding issue with my Hantarex Polo/3 Monitor.  I'm getting a very slight "fuzz" that seems to overlay the display, which kind of appears as lots of faint horizontal lines that seem to shimmer to the left and right slightly.  There's no discolouration or magnetic interference (as far as I can tell) which leads me to believe it may be ground related.  It's only very slight, but its definitely there.

I've unplugged the speakers and marquee light, but still got the fuzz, and the only thing that is left is the PC. The monitor and PC power leads both have earth cables, and both are plugged into an Intellipanel adaptor (which is earthed with a 13A fuse).

I've read a little that suggests I should ground the monitor frame also. Can I simply run a wire from the frame to the PC chassis to accomplish this, or is there a better/safer way?

Or could the fuzz be something else?

Any advice appreciated.

normally polo range chassis have an earth on one the chassis fixing screws,it just links to the cab earth
